TTPA

The EU's Transparency and Targeting of Political Advertising Regulation, which set disclosure and targeting-data requirements for political ads that led Meta to halt the category across the EU in October 2025.

Definition

TTPA is the EU's Transparency and Targeting of Political Advertising Regulation. It requires political, electoral and social-issue advertising to carry specific disclosures and restricts the targeting data that can be used to serve it.

Why Meta stopped selling the category instead of complying

Meta concluded it could not meet TTPA's disclosure and targeting-data requirements at platform scale, and on July 25, 2025 announced it would end political, electoral and social-issue advertising across Facebook, Instagram and WhatsApp in all 27 EU member states. The ban took effect October 6, 2025 at 18:00 CET.

What it does not touch

TTPA only affects political, electoral and social-issue advertising. Commercial campaigns are unaffected unless creative is flagged as falling into one of those categories.

Why It Matters

TTPA is the reason the EU Meta Ad Library stopped adding new political ad entries, and it is frequently confused with the separate Digital Markets Act consent-or-pay changes landing in the same window. Knowing which rule is which keeps advertisers from misdiagnosing account changes.
